- they hire overqualified external people for roles; people come into a role and realise they're overqualified and aren't satisfied or excited from the start - No real internal promotion or career support - No specialist track so people have to become people managers to progress, hence middle management is very poor and managers aren't concerned about the careers of the people they're managing
