It starts with a phone screen from an HR representative who is engaging and actively listens. The process falls apart after that. The problem could be in one or all of the following places: culture, hiring decisions, and/or screening. They may not really know what they're asking for in terms of the right candidate. In this case, they were looking for a unicorn so-to-speak, and hence, they overthought the whole process. Stay away until they figure it out.
