as soon as you realise they have left without paying you should try and contact the person themselves by telephone, email or writing. If they have left a credit card number as confirmation you are entitled to charge the amount due to that number, and then write to them enclosing the receipt and explaining the situation. If this is not possible and you are unable to contact them, or they still refuse to pay despite repeated requests, you should pass the matter on to your local police station and they will help you to pursue it further. They will not normally help if you haven't already tried to settle the matter yourself by contacting the person at least twice.
