Can we discharge sewage into sea? What are the regulation ? What does the regulation says if the ship is on anchorage beyond 12 nautical miles?

According to MARPOL Annex 4 : Sewage discharge from the ship is prohibited, except when the ship is en route with not less then 4 knots, and it can discharge sewage from a distance more the 3 nautical miles to the nearest land if it is comminuted and disinfected, and if not then the discharge can be made from distance more then 12 nautical miles from the nearest land.
