Regarding structures, I think we're on a good way to become less hierarchical. But the progress of cultural change might vary in such a big company.
It sounds like you have a good relationship with your supervisors. Have you recently talked to them about your development? It could be a good idea to have a discussion about your ambitions. And if you still feel that there is no progress, I'm sure that E.ON has a number of open roles that fit your interests and career plans.
