Pros
Great for experienced day-raters charging high rates to sit around and milk the public funds for as long as you can. Great major infrastructure project the UK needs. Single handedly attracting and raising the population of middle-age white people in places where HS2 occupies.
Cons
Does not value existing employees: In role promotion is not allowed - you must apply for roles that becomes vacant elsewhere - unless you're close with senior management of course. No training and development or rewards/appraisals for doing a good job. External hires are paid more than internal hires - once you're in there is no room for negotiating your salary even if you get a completely different job internally. Values and work-life balance are nothing more than posters on the wall. Disgusting behaviour from top down and full of people trying to please senior management - big boys club at its finest. There is always a reorg happening somewhere in the company not because it's a project but because they can never get it right first time. Terrible grading system which is a halfway house between civil services and private companies that doesn't give any flexibility for a company that is meant to be evolving as the project moves on.

Pros
Lots of lower level staff - both technical and non-technical - wanting to make really positive contribution to a world class infrastructure project.
Cons
However, lower level staff are frustrated by the lack of strong direction and management from more senior staff. HR and management support at time of company transformation is non existent.
