Program/Position Overview – Employment Solutions, Community Programs


The Community Programs Unit (CPU) brings together employment services, workforce development, settlement and language services, youth services and volunteer & mentorship programs to provide an integrated services experience for our clients to more effectively address the complexities inhibiting employment, settlement and financial wellbeing outcomes.

This position contributes to decision support expertise and fosters a culture of continuous improvement related to performance management, business intelligence, and analytics aligned with the mission and strategic directions of CPU. This position works closely with staff at all levels of the CPU to collect, analyze, interpret, and report on data required to facilitate positive exceptional client outcomes and meet the needs of internal and external stakeholders.


What You Will Do


  • Analyze and interpret data from internal and external sources and information systems to support decision-making by providing stakeholders with timely, accurate and meaningful information
  • Provide analysis and support translation of data analyses into reports, presentations, and briefing notes for end-users, decision-makers, and other internal and external stakeholders
  • Present data in a way that tells a story with visually appealing infographics and charts/graphs
  • Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions
  • Provide validation and develop quality assurance processes that serve to ensure consistency, integrity and accuracy of data
  • Demonstrate initiative and innovation to continually improve the methods used for collecting data and reporting on results
  • Identify, track and report on Key Performance Indicators (KPI); recommend tools to develop CPU’s Performance Measurement Framework
  • Provide guidance and training to staff on decision support tools, appropriate use of systems, and meeting data requirements as required
  • Design and deliver surveys, interviews, focus groups, utilizing qualitative and quantitative research methods
  • Conduct external research and fact-finding in relevant community sectors; identify indicators that would improve the establishment of organizational benchmarks and assessment of organizational performance
  • Support CPU’s program evaluations and impact measurement initiatives
  • Manage projects, develop project plans, and monitor performance to ensure timely project completion
  • Abide by the anti-racism objectives and community development principles of the organization


What You Bring to the Team


  • Bachelors degree in Business or related field, Master’s degree preferred
  • Knowledge and experience applying quality and process improvement techniques; relevant certification i.e. Lean Six Sigma, Lean Green Belt will be considered a strong asset
  • Minimum of two years related work experience in business analysis or a related field preferably in a large non-profit/public sector organization
  • Excellent knowledge of business analysis, data science tools and techniques required
  • Expert in Microsoft Power BI (or equivalent), Excel, Dynamics, Project, Outlook, Word required
  • Proven data interpretation and data visualization skills with experience in creating insightful reports, dashboards and giving presentations
  • The ability to influence stakeholders to determine acceptable solutions
  • Knowledge and experience in conducting surveys, literature reviews, primary and secondary research
