M&E Contract Manager

Role Overview

The M&E Contract Manager is responsible for the overall management and administration of contractual and commercial matters related to Mechanical and Electrical (M&E) works for projects in Malaysia. The role covers the full project lifecycle, from tender stage through project execution to final account closure, ensuring full compliance with contractual, statutory, and regulatory requirements while safeguarding the Company’s commercial interests and supporting successful project delivery.

Duties & Responsibilities

1. Contract Administration & Commercial Management

  • Review, negotiate, administer, and manage main contracts, subcontracts, and supplier agreements for M&E works in accordance with project requirements.
  • Ensure contracts are compliant with applicable Malaysian standard forms of contract, including PAM, JKR, and/or FIDIC, as well as project specific conditions.
  • Interpret contractual terms and conditions and provide contractual advice to Project Managers, site teams, and management.
  • Administer contracts from award through to practical completion, final account agreement, and contract close out.
  • Maintain proper contractual records, correspondence, notices, and documentation in accordance with contract conditions.

2. Tender & Pre Contract Support

  • Support tender evaluation, bid review, and pricing strategies for M&E packages.
  • Review tender documents, specifications, contract conditions, and commercial risks during tender stage.
  • Prepare and review contractual clarifications, qualifications, and commercial submissions.
  • Coordinate with Quantity Surveyors, Engineers, and Procurement teams to ensure alignment of scope, pricing, and risk allocation.
  • Provide commercial input for subcontractor and supplier selection.

3. Variations, Claims & Final Account

  • Prepare, evaluate, and negotiate Variation Orders (VOs), Extension of Time (EOT) claims, and loss and expense claims in accordance with contractual provisions.
  • Assess subcontractor and supplier claims, ensuring proper contractual entitlement and supporting documentation.
  • Ensure timely submission of claims, notices, and contractual correspondence in compliance with contract requirements.
  • Lead negotiations on final accounts with clients, consultants, subcontractors, and suppliers to achieve best commercial outcomes.

4. Cost Control & Financial Monitoring

  • Monitor project cost performance against approved budgets and contract sums.
  • Work closely with the QS team to prepare cost forecasts, cash flow projections, and financial reports.
  • Identify potential cost overruns, variations, and recovery opportunities at early stages.
  • Support management reporting on commercial status, risks, and profitability of projects.

5. Risk Management & Compliance

  • Identify contractual and commercial risks and recommend appropriate mitigation measures.
  • Ensure compliance with contractual obligations, project specifications, and statutory requirements under Malaysian laws and regulations.
  • Coordinate on regulatory and authority related requirements relevant to M&E works, including Suruhanjaya Tenaga (ST), TNB, DOSH, CIDB, and other relevant authorities where applicable.
  • Assist in dispute avoidance, negotiation, and resolution of contractual issues.

6. Stakeholder Coordination

  • Liaise with Clients, Consultants, Authorities, Subcontractors, Suppliers, and Internal Project Teams on contractual and commercial matters.
  • Support Project Managers in commercial decision making and contractual issue resolution.
  • Ensure clear communication of contractual obligations, risk positions, and commercial strategies across all stakeholders.

7. Authority & Responsibility

  • Authorised to review, assess, and recommend acceptance or rejection of contractual terms, variations, and claims within approved limits.
  • Responsible for safeguarding the Company’s contractual and commercial position for assigned projects.
  • Escalate high risk contractual or commercial matters to Senior Management as required.

8. Qualification & Experience

  • Degree or Diploma in Mechanical Engineering, Electrical Engineering, Quantity Surveying, Construction Management, or equivalent.
  • Minimum 5-8 years’ relevant experience in M&E contract management, QS, or commercial roles within the Malaysian construction industry.
  • Proven experience working with PAM / JKR / FIDIC contracts for M&E works.
  • Strong knowledge of variation management, claims, cost control, and final account procedures.
  • Familiar with Malaysian construction regulations, statutory requirements, and authority submissions related to M&E works.

Pay: RM8,000.00 - RM15,000.00 per month
