first interview with department manager was good, the manager explain the work detailly and show interest to the interviewee, however, it was a bad experience with the second interview that with the boss, the boss show no interest and respect to the interviewee, such as talking to the phone during interview and try to lower you expected salary by telling the interviewee what they are bad at, like caring interviewee's grade in secondary school but not their university grade, etc,
