I had an interview with HR. It was positive and she told me she'd like to present my profile to 2 hiring managers for 2 possible positions. However the said that since I am on a working visa in Germany, I have to send them my Blue Card and Zusatblattz and they would like to check before showing my profile to hiring managers. To me that was a bit weird, I said I am happy to send but I'd rather sending in later phases since these are sensitive documents and I cannot just share them with any company I am interviewing. She said she understands but it is their company policy to check themselves (instead of trusting you) even before they show your profile to hiring managers. Anyways, unwilllingly and uncomfortably, I sent my documents to her. She said all good (yeah, I know) and she'll check-in with hiring managers to talk about my profile. Eventually I got a no from both hiring managers, that is okay, but I still feel uncomfortable sending them my residence permit and etc. That is absolutely not a nice practise. I understand they have to confirm what you say about your working eligibility at some point, but it is absolutely off to ask for in the initial HR screening "just in case"
