Indiana Attorney General interview questions

I had an initial phone interview, followed by an in-person interview with two individuals: the IT Director, Dwayne, and another IT employee. They offered me the job, I accepted, turned down another offer that came in at the same time, and made arrangements with HR to start. However, on the day I was to start work, Dwayne came out and told me that they "still had some paperwork to do" and sent me home. A few days later, I received a call from the recruiter I worked with who told me that the offer had been withdrawn. When I reached out to the Office to ask what had happened, I was told that my request was considered an APRA request, that they would be forwarding to their APRA rep, and I never heard anything futher.
