The interview process was wonderful. I spoke with the director on the phone initially. She mentioned they had already budgeted the salary for the position at $40,000 so there wasn't much wiggle room. While I recognize $40,000 is not enough to live comfortable in DC, I thought I might consider the position if there was a chance for any increase, even a few thousand. I clarified, asking if there was any room for negotiation and was glad to hear that there would be. I went for an in person interview, which was very pleasant. Then after being made the offer over the phone, and was told I would have it sent in writing, I let the director know that I wanted to negotiate the salary. I could tell there was an immediate change of tone, and the director seemed flustered and said, "this is why I mentioned the salary from the very beginning." A little rude - I'm allowed to change my mind - but I gave her the benefit of the doubt. She asked that I call back in a few days to discuss my needs. They never sent the offer in writing, and during that call two days later, I proceeded to discuss what my needs were and essentially asked what their final offer would be. To which the director responded, "well it was so nice to get to know you through this process and we wish you the best of luck in your search." I was appalled. The salary they offered was laughable at best for someone with a masters degree and enough experience that matched their qualifications. I never actually turned down the position, but was so disgusted by their response that I offered similar sentiments, said goodbye and quickly hung up.
