They typically use outside recruiting services to vet the process of finding qualified responsible top candidates meeting a specific job profile. Once the outside recruiting agency identifies a viable candidate their resume along with others chosen are submitted to the hiring manager for review and ultimately an interview with the candidate is scheduled. If the candidate does well in the first round then they are invited back for additional rounds depending on the position, the rounds can be quite a few where the candidate meets with higher officers as he or she goes through each round.
