It's hard to get this job without having connections within the restaurant. Essentially you have to look like you have something to offer the manager, especially in terms of moving up to serving/bartending. The questions about your resume oftentimes just turn into the manager telling you about what it takes to work at the restaurant, regardless of whether he's thinking of hiring you or not.
Advice--be attractive...or at least present yourself as being as attractive as possible. This is the kind of place where it'll work in your favor.
