Recruiter reached out to me on LinkedIn and asked to schedule a time to connect. Applied per their request, was told they would set up a time to meet. Followed up as I hadn't heard back and was told if the hiring manager was interested I'd get a phone screen. Would suggest more transparency if recruiters are looking to boost application numbers and not wasting time of job seekers if they don't intent to screen when they ask you to connect.
