Irresponsible and terrible manager in the mechanical team

If you’re reading this before starting, you’re lucky. The mechanical team in San Jose has a manager from an immigrant background who will offer an extremely low salary with the promise of a significant raise after one year (this raise will never happen—even if you earn a PE license, you’ll only be ridiculed). Once you join, you’ll receive zero guidance and will be expected to handle everything on your own. This manager has no interest in supporting or training team members and avoids responsibility at all costs (often leaving during lunch without checking messages or emails). If you’re on a project with this manager, expect them to be hands-off until a problem arises; then, they’ll deflect all blame onto you to avoid taking any responsibility. Attempts to learn or ask questions may be seen as a nuisance, and if the manager feels inconvenienced, they’ll resort to office politics to push you out. They might issue confusing instructions, deliberately assign nonsensical markups to set you up for failure, create fabricated mistakes to damage your reputation, and give you the lowest scores in your annual review, using any tactic to get you out. Multiple people have left because of this manager’s actions, yet HR has failed to investigate or take action, leaving us questioning why this behavior continues to be tolerated. I heard this manager was let go from their previous company for similar reasons, so why hasn’t HR taken any action here?
