Too much retention- constantly recruiting and getting nowhere. Nobody aware of our work. You can get AP higher but no other grade in there can get higher salary because open competitions take place for AP higher unlike other public/civil organisations. Dodgy recruiting you interview for a job and placed on a order of merit and then they can go back and look at your CV and not offer you a role?
