Severe identity crisis for India team

It's been almost 6 months since last management left the organization and it's been a big down slide since then. New management went into cabins and created a firewall between them and the team. Now you need appointments to meet them while they were earlier accessible since they both were sitting among their team members. This cabin culture ruined the environment here. Differences between new directors and HR is so apparent that performance assessment is not handled by HR whereas he had handled this successfully in last 3 years. If this is the trust they show to such senior members of team, you can imagine the belief they have on team members like me. With no new work coming to India, we cannot even explore the opportunity within different teams of same 'paying' company because our new managers don't prefer that, while they can fire off whole NOC team within a day's notice. Hypocrisy at it's best. Both the managers convey feeling that they control the stuff here while even they cannot answer why we are not getting quality work and seek everything from US team. Older management worked hard to get some quality work while new management is either busy feeding off the earlier management's work or doing a crap job out here. Our India team lost so many members in the recent past but no replacements were hired. Our both managers expect us to all the job without any further additions in the team specially in Ops team. Only way to continue in the job is to just speak nicely to either of the managers even buying them certain pleasantries, going for walk with them. Good hard work is not getting appreciated only friendships with these managers matter otherwise why would an average guy be rehired or a higher performer be let go while retaining an average performer by giving a hike. Confused mindset of these managers is hurting us a lot. Earlier we used to share a lot with other teams and HR manager. Now we don't do that since our managers forbid us to do it. There is no higher management person we can approach to talk about our issues with our managers because these managers and their US managers don't like us talking to HR manager to share our concern even though he is always sharing impartial views on everything and is always a good sounding board. Trying to run dictatorship here.
