1.Bunch of people who think that they are smart enough and experienced enough to lead the team. 2.A very good HOD who will not listen to you at all. They 'always right'. 3.Easier for you to survive and being promoted if you always stay-back even you are actually NOT productive AT ALL. Being an always stay-back person is a hardworking person in the HOD's eyes.
