Performance management an issue no-one ever fails probation, gets disciplined for poor performance. Raises either due to service length or promotion are capped at a percentage of old salary. Consequently your career pay is dictated by how you performed for 2 hours years ago. Many layers of beaucracy. One person does the work and oftentimes as many as 5 people check it despite having little knowledge of the subject matter and hence adding little value.
