It's a publicly traded company, and so the emphasis will always be on new sales, regardless of whether or not that is what is best for the client. The overall objective is always what is best for quarterly earnings reporting. Local offices also have quarterly monetary incentives based on sales metrics and will force sales to get internal employees a profit share.
