The engineering department is built around responding to outages and alerts. My work day (and after hours) was constantly interrupted with notification on a service being down, or reaching a critical threshold. High performers are the best at responding to alerts, and little effort is put into solve the root cause of these alerts. This is a big cause for burnout and turnover.
