The environment lacked the discipline and structure needed to support effective transformation, delivery governance, and psychologically safe leadership. Decision-making could feel highly centralised and personality-driven, with limited independence or transparency in difficult situations. For senior programme, governance, or transformation professionals, this can make it hard to operate effectively, especially when the role requires candid assessment, organisational challenge, and delivery improvement.
