Expert level micro-management, directionless, clueless team where employees are evaluated by the number of hours at office, while the manager himself "works" remotely alternate weeks and calls on personal phones at his will during nights and weekends(Being in the valley for decades, I completely understand if someone from work calls at non-business hours for something critical and not for a mere status update).
Employees are not slaves. Your frequent change of targets impacts their work directly. Do not expect a smart engineer to be productive if you have not given them a target to achieve, and later evaluate on the completion of tasks.
