The outward promise of career growth and upward mobility to all employees that work hard and show potential. However, it’s only ever offered to inner circle surrounding middle management regardless if they have the professional skills required. Anyone else outside that circle who excels at their current role and is viable for promotion is piled onto until they inevitably fail to keep them out of the running.
