If you are not extremely lucky or have a connection with senior leadership, you will have a very hard time for career advancement. Department heads will flat out lie about your career path, its not there fault its just the culture. When you have a Director tell an employee to stop asking to for advancement, because it will never happen as long as I'm here, then threaten with well where are you going to go. That's a problem that HR will not back the employee with, nor Leadership, they will force the employee out. That is the culture.
