Time is more valued than talent. i.e. Someone who is incompetent and has no experience running a department is given consideration over someone who is a shining star and proving themselves worthy via delivering results.
Also, this "Technology" company has a ton of proprietary software that doesn't communicate with each other. This creates a dysfunctional company will no interdepartmental communication. Owner isn't too concerned with this and doesn't really want to join the 21st century. (They still make their customers FAX order forms!!!! Nothing is done online.)
