interesting projects, pay is not spectacular but adequate for the project country. local coworkers very friendly and helpful.
Cons
bureaucratic. the outcome of the project is by far less important than to fulfill all red tape. read old reports that are stunning, but look at the realization and it is not true. half of the installations of the previous project did not work properly, the former cto was busy writing reports and had no time to check quality of works. local partners have no say, if they do not like the details you have to convince them harder (!!!) that is your job! with the 2 million euros I could have solved many problems of the local organization, but that was forbidden, only training and reports were ordered. it was a waste of money. with the same amount i did rebuild half the installations on another german project . if you tell Luxembourg that some contract details in tender documents are not plausible, you are told not to contact Luxembourg at all and solve your problems with the regional office. refund for school fees were rejected at the termination of the contract, even they were much less than agreed on in the contract. they will drive you crazy with bureaucratic and unnecessary reporting and they tell you that openly once they hate you. there is no chance of deciding what is suitable for the project, even if you were told so in your job interview. even if you do what is in the project documents, they will blame you of incompetence if they misinterprete it. anyhow there is nowhere anybody who understands the technology of your project. in the end you are blamed that you did not spend the funds fast enough. you will be accused for disrespect of project acquisitions even if you only submitted offers to the regional office for approval and did not buy anything at all. I have never ever worked in a worse organization in my 30 years of job experience. when the HQ forgets to inform the regional office that you arrive on day X they will blame you for it. no help to find lodging. until you have bought the project vehicle, that takes 2+ months, you have to use local taxis as they forbid the use of other project vehicles that are parked at the office. once you quit they show you who is in charge.
