executive management as well at IT department management are clueless. the operating system was ill conceived, horribly built, everyone in silos and no cross functional conversations, the new system was way over budget because the project manager had no clue how to make a budget, so to stay within a semblance of a budget, the requirements of the users were imploded so the system on day one was worse than the one it replaced and bandaids and work arounds were implemented. the rank and file have to work with a terrible operating system
