Well intentioned people within the organization. Work schedule and benefits can be a pro.

Understaffed with unqualified staff. Low staff retention so very few experienced staff. Because they are desperate, they will take anyone. Staff have very little to no leverage in being able to hold or enforce boundaries with students.
