Pros
UCLA has some excellent professors in the applied math group and applied students are generally funded enough that they don't have to TA often. The applied group is also very flexible about changing projects and working with multiple professors.
Cons
The math department has cut back on grad student liberties in the last year, forcing students to take down posters in their offices and removing the ping pong table from the graduate lounge thanks to spurious noise complaints.
