Noble cause Previous successful track-record in Southeast Asia

Cons

Poor overall management Pervasive culture of avoiding issues, until they escalate to full-blown problems Distinctly French, disregarding non-french expats and local staff Incredibly high turnover of experts Endless tenure for managers, who might spend 15-20 years with GERES Inability to retain experts

A nice idea, and an extremely poor implementation

Pros

The base ideas behind the NGO are nice (on paper) France Headquarters management is fine

Cons

Implementation is poor, and local populations are not always respected European projects are submitted without adequate feasibility studies Excessively hierarchical structure hinders operational agility Beneficiary populations sometimes loose revenues as a consequence of the project
