First I was referred by an EPAM employee, then the recruiter reached out to schedule the initial call. After we met, the recruiter had me meet with 2 employees at different times (1h interviews), then a 30 min with the hiring manager. All interview feedback was positive, except the requirements kept changing during the conversations between all those employees. I did not think anything of it, I kept being told how awesome I was doing.
The recruiter then went ahead and offered me the job. First by email, then called me 3 days later to congratulate me, and asked me to wait more days until my offer was conducted in full.
A week later, the recruiter responded to me reaching out for an update by stating the leadership team and hiring manager had changed their minds with the requirements, and they'll think about what they want for the next month or so. The offer was now retracted.
I then reached out two weeks later for an update, no update available yet. I was thanked for my patience. I ended up never hearing back from this employer.
While this is not personal and I understand how requirements might change, I'd ideally look for companies to do this work before the hiring process starts with applicants.
