EPAM Systems Manager, Consulting interview questions

Positives: I spoke with a Sr. Manager and a Principal via phone over the course of three weeks. The feedback was very positive and I was told that I'd be a fit both culturally and professionally. The recruiter I worked with was very professional and responsive. Negatives: After finishing two rounds of interviews and getting positive feedback, I was told that they'd love to hire me, but there wasn't a position open for me. This left me very confused and frustrated. I was under the impression that I was interviewing for an open position. I wondered if there ever was an open position? I'd be open to working for EPAM, but this experience left me confused and frustrated.
