HR doesnt do their job, and often time overlooks managers who play favoritism. The intense favoritism for certain individuals will often time result in people assuming choices are made by other criteria besides work performance (Gender, Race, religion, etc) . No oversight of managers for promotion allows for manager bias to hold back hard working individuals. Some people have to work longer and harder for promotions than other people. Some people just never get promoted because of politics their managers play.
