Too matrixed. The market units do not have control of their resources allowing other groups headcount requirements dictate account resources with no rationale or accountability to customer requirements. This inevitability leads to undersourced contracts with no ability to actually deliver what is sold. The corporate mid management get their increased bonuses for minimizing headcount while the market units who could actually make a profit are starving for staffing which would allow more sales because they could actually deliver satisfaction to it's customers.
