The organization is constantly shaken up. Every six months there are some changes, either centralization or decentralization, then bonuses will be introduced, then they will be canceled.
At a high level, the project organization is managed mostly by non-professional people. Before they were appointed to high positions, they completed only one or two projects and did not acquire the necessary experience. A high position determines who is right here, not experience and expertise.
Project management processes are fragmented, immature, and evolve chaotically.
The practice of appointments of PMs to the projects is not transparent - one gets the feeling that on the principle of personal loyalty, not professionalism/expertise.
Evaluation of the results is done according to the same principles.
Top management makes promises every quarter, which they then refuse "for objective reasons."
IMHO, a mature professional has nothing to do here.
