Technical Management seldom cares about the feedback received from underlings. All the decisions made by management are mostly instantaneous, you'll almost always see absence of planning and forethought. Decisions from technical Management are ad-hoc, and never reflect that actual problems at the root level were taken into account. Appraisals are not performance based, rather they will tune your ratings, as per their overall needs. If they feel they need to tune down overall promotions, raises and etc, they will at their will tune and modify your ratings as they deem necessary.
