Office politics and frequent leadership changes create instability. Each new manager tends to cancel previous plans, leading to constant shifts without continuity. Workload and salaries are not well balanced, and organizational changes often lack proper follow-up on workload management. Many talented people have left, partly due to unclear priorities and limited stability.
