It's an academic research institute so a lot of cons just come with that territory. Pay is low and turnover is high. Most staff outside the faculty are only here temporarily: technicians, grad students, post-docs, etc.
Your manager will be your PI. If you have a bad PI then you'll have a bad time. Wistar, and every other academic research organization on Earth has a hard time dealing with toxic faculty. As long as they bring in grant money and publish in big journals they will be slow to take any action against them. You just have to avoid working in these labs unless you have a lot of patience and very thick skin.
