In my experience, I spoke with the Director of the team over coffee for about 15-20 mins. Said he liked me and sent me an offer as soon as I got home. Think this quick process is possible due to less red tape and the company being small.

Very interactive and keen to understand my career drivers, as well as my personal interests. Demonstrated the strong and positive workplace culture. Explained the interoffice oppounities. Also explained the in-house mentoring program and the in house training and skills development opportunities.
