I applied online. I interviewed at ICF (Washington, DC) in Mar 2021
Interview
I had multiple interviews regarding this position and was told by the recruiter that I had done well in all my interviews. After being kept dangling for weeks, while multiple similar and/or identical manager positions were advertised over and over on their website, I was finally told that the team had decided to go in a different direction but would keep me in mind for future positions of which there were at least six currently advertised but for which I'm not being considered. If someone is being rejected, tell them they are being rejected instead of using weasel words. It was a very disappointing experience, and I'm not sure that I would want to pursue another position with this company.
First interview took place about a month after application. Two interviewers - one fully prepared, another unprepared. Second interview 6 months later - again two interviewers, this time both prepared. Both interviews followed same structure and similiar Qs: first introduce yourself, previous managing experience, previous policy area experience, team work, work with clients. Both interviews took an hour.

Really poor hr. Dint give proper guidance. Interviewers kept on delaying process and questions were sudden and weird in nature. The interviewers were themselves confused. The company is not what it was years back
Submitted my resume online, thenreceived HR contact, then went into office to meet with the team, pretty quick and smooth, mostly behavior and background related questions, people are very friendly
