Two interviews and the last conversation was left waiting for a few different options to be drafted and offered, only to be blindsided by the generic "we found other candidates better suited for this role". Don't lead people on and tell them you are going to write an offer if that is not your intention. It is inconsiderate and unprofessional, just be honest upfront.
