If you are applying in the IT field I believe you would have positive experience since it is operated by another manager.Otherwise the manager of non-it department is everything but not fit for that role. Your interview is looking more like questions about your personal life and where do you spend your salary, rather than talking about your skills and qualifications. Same goes for every yearly evaluation.
