Depends on the needs of the navy and the war situation at the time whether or not they'll accept you into the navy to begin with. Then it depends on your asvab scores on what job that you qualify for.

You go into any recruiting office and they find out what you're qualified for, they send you through MEPS which evaluates you physically and after a waiting period, you go to bootcamp for two months (enlisted).

Interview
Typical enlistment into the Navy which then gives you a chance to become a flight engineer. Further security clearances are required and take some time. Only the top few candidates will have a chance at making it through the 2+ year training.
