GE Senior Software Developer interview questions

I had been interviewed with GE healthcare, 1st round was good, guy who took interview was nice and knowledgeable. But 2nd round was pathetic. The guy who took interview for 2nd round does not know what is time complexity used for algorithms. He asked me to write program on Rotate array and i have written best solution as per time complexity O(n) but he was saying not acceptable even though it is working and told me could have written better solution. May be he is lacking time and space complexity concepts.
