How can someone who is not capable of managing and working with their own team members is eligible to counsel and help larger population in company?

Stop salary raises/demote these people, but they do not leave the company. There are multiple reasons for this: they established dirty syndicate of incompetent people. They are leeches and parasites, who feed of others, and cannot stand on their legs. they are used to freebees from the company and keep looting
