The Position:
The Programme Analyst, Gender is located in the UNFPA Timor-Leste Country Office (CO) in Dili and manages UNFPA’s work on Gender Equality, particularly addressing GBV, for accelerating the achievement of the ICPD Programme of Action and 2030 Agenda for Sustainable DevelopmentCO.
Under the direct supervision of the International Programme Coordinator, you will analyse policy and programme trends, provide technical inputs to promote gender equality, address GBV and harmful practices through gender transformative approaches , support the implementation of the National Action Plan against GBV (2022-2032), and engage government counterparts, development partners, civil society organizations, and UN partners in advancing UNFPA’s mandate in Timor-Leste.

Job Purpose:
The Programme Analyst, Gender provides policy guidance and technical support to national and subnational efforts towards advancing gender equality and addressing gender-based violence, in line with UNFPA’s Strategic Plan and priorities of UNFPA’s fifth Country Programme (CP5), 2026-2030.
The position manages UNFPA-supported interventions in strengthening national capacity to address discriminatory gender and social norms and to implement the National Action Plan against GBV (2022) across the development- humanitarian continuum. Through substantive analysis of political, social and economic trends relevant to gender equality and GBV, the incumbent contributes to policy and programme formulation, guides implementation, and ensures the achievement of programmatic and policy advocacy results through results planning, monitoring, reporting, analysis and evaluation. This includes ensuring GBV prevention and response are integrated into national health systems, climate resilience frameworks, disaster prepared plans, among other national frameworks.
The Programme Analyst, Gender facilitates and maintains collaborative relationships with counterparts in government, multilateral and bi-lateral agencies and civil society to support the implementation of UNFPA’s gender programme, expand partnerships, and address emerging issues. You are expected to effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate.
You would be responsible for:
A. Programme Management, Implementation and Monitoring
Ensure the timely preparation of UNFPA and implementing partner annual work plans (AWPs) for Gender/GBV results, in line with the CP5 expected results; undertake day-to-day management of the programme, including budget planning, management, budget approvals and revisions in Quantum as per UNFPA policies and procedures requirements.
Support implementing partners in planning, implementing, monitoring, and reporting on UNFPA-funded activities, ensuring compliance in accordance with programme management policies/procedures and the safeguarding of resources; master corporate systems, tools and platforms for programme management.
Ensure effective financial management for Gender/GBV programme; monitor budget and expenditures to ensure delivery is in line with approved budgets and to realise targeted financial performance.
As per the agreed internal control framework (ICF), approve requisitions, follow up on purchase orders and payment requests in Quantum.
In collaboration with Monitoring and Evaluation Analyst, conduct monitoring visits and field missions; ensure technical quality of Gender/GBV interventions; identify barriers and bottlenecks; provide quality assurance on partner deliverables; and report on programme results, progress reports, and annual reporting inputs.
In coordination with the Monitoring and Evaluation Analyst, contribute to the implementation of the M&E plan for Gender/GBV programme; analyze factors affecting achievement of results; recommend corrective actions; and document lessons learned, best practices, and success stories for organizational learning.
Strengthen partnerships and collaboration with government counterparts, civil society actors, implementing partners, and development partners; ensure proper planning and delivery of technical assistance services.
Participate in the UN Gender Working Group, GBV sub-cluster, and other relevant inter-agency and national coordination mechanisms; prepare notes to file, keep management abreast of key developments, and ensure UNFPA’s priorities are reflected in joint initiatives.
B. Partnerships, Resource Mobilization and Advocacy
Develop Gender, GBV and human rights factsheets, briefing materials, infographics, and presentations for public information, advocacy, and resource mobilization purposes.
Advocate for evidence-based GBVpolicy interventions with government, non-governmental counterparts, and development partners; support the integration of UNFPA-supported good practices within national systems and processes to accelerate the sustainability of gender/GBV interventions.
Analyse the political, social, and economic environment for UNFPA’s work on gender and GBV, and provide advice to CO leadership on potential implications; support generation of evidence and advocacy for leveraging national domestic resource allocations to addressing GBV.
Build technical and programme multi-sectoral partnerships for advocacy for the ICPD agenda through national institutions, networks, alliances, and coalitions; monitor and keep updates on existing and potential partnerships.
Collaborate closely with the Partnerships, Resource Mobilization and Advocacy Analyst, International Programme Coordinator, and Representative to prepare project concept notes, proposals, technical briefs, reports, and visibility materials and support advocacy for increasing domestic resource allocations for GBV programming, including through the National Action Plan on GBV.
Contribute to the CO communication efforts by developing high-quality advocacy and communication materials, such as press releases, donor packs, brochures, human-interest stories, and multimedia content.
C. Technical and Policy-Related Contributions
Serve as technical lead for the thematic area of gender equality and GBV prevention and response in the country office, keeping abreast of recent developments in the field including UNFPA policies, strategies, and guidelines; update UNFPA management and colleagues as appropriate including through learning sessions, and provide inputs as required to other programme areas.
Provide technical support to the relevant government institutions and authorities in enhancing integration of gender equality, GBV prevention and response into national policies, budget planning, strategies, clinical guidelines, operational plans, and training programmes and support institutional capacity building.
Analyse and interpret relevant socio-economic and socio-demographic data regularly to identify opportunities for possible policy interventions in the areas of direct interest to UNFPA.
Serve as PSEA focal point for the Country Office; ensure that implementing partners of UNFPA adhere to UNFPA’s PSEA standards in UNFPA-supported interventions; represent UNFPA in the PSEA working group of the United Nations in Timor-Leste.
Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience: Education:
Advanced university degree in Gender Studies, Public health, Demography, international relations, public administration, or any other Social Sciences.
Knowledge and Experience:
Minimum two years of progressively relevant professional experience in the field of international and national development, gender equality, women’s rights, and gender based violence.
Knowledge of sexual and reproductive health and rights and gender equality issues, particularly GBV, including relevant international human rights standards and instruments.
Experience in programme/ project management including experience in large multi-sector programmes;
Demonstrated strategic thinking skills, good coordination, and communication skills.
Results-based programme management experience, with a particular focus on strategic planning and capacity building.
Prior experience in the UN system is an asset.
Demonstrated ability to work in a team.
Languages:
Fluency in English and Tetum is required. Working knowledge of Portuguese would be an advantage.
